I was not allowed to stand up and speak in favor of the Chevron EIR at the last Richmond Planning Commission meeting.

I’ll admit that I arrived a little late to the meeting.  So , in fairness, I could understand if I and anyone else who arrived late  were not allowed to sign up to speak on the Chevron modernization EIR approval schedule matter. However, the problem is not so much that I was not allowed to speak but the larger issue that Richmond’s commissions often make exceptions to the speaking rules. Too often members of the Richmond Progressive Alliance are given special treatment to be heard, while everyone else is excluded if they make the exact same procedural mistakes.

The city’s various councils and commissions have rules. One rule disallows citizens from speaking during public comment if a citizen submits a speaker card too late or not at all.  This is standard operating procedure for many municipal governments. The policy is a completely reasonable system as long as it is fairly applied to everyone. Unfortunately, that is not how the rule is implemented in Richmond.

The officials in this city do not even raise the pretense of fair and equal application of the rules to its citizens at public meetings – especially when the Chevron modernization project is on the agenda.  I know that the members of the Planning Commission saw me submit my speaker card on Thursday night. When my card came up, they made it clear that I was to be barred from speaking that night. The used the pretense that I handed in my card too late. However, if I were a member of the RPA who had arrived late intending to rant and rave against the Chevron EIR, I am quite certain that the Planning Commission would have waived the rules for me.

I have seen it time and again at City Council and Planning Commission meetings. A person speaking in favor of a viewpoint that is disfavored by the RPA is promptly cutoff or not allowed to speak at all.  Meanwhile, RPA members are routinely given free reign and extra time to speak during the meetings.  Not more than two weeks ago, a man described as the “senior scientist” at Communities for a Better Environment was given leeway by the City Council to present a PowerPoint during his comments (which no one else was allowed to do). To make the favoritism even more blatant, when his time ran out, Mayor Gayle McLaughlin gave him an additional full minute to complete his presentation because she “would like to see was the [last] slide says.”

The kind of favoritism and crony politics that go on within the ranks of the RPA and its elective officials is a mockery of a fair and democratic system.  We all have to follow the rules. Unfortunately the RPA feels that only some people have to follow the rules.  Namely, only anyone who disagrees with them.

No se me permitió hablar a favor de la Chevron EIR en la reunión de la Comisaría de Planificación de Richmond de la semana pasada . Admito que llegué un poco tarde a la reunión. Así que, para ser justos, podría entender si yo y cualquier otra persona que llegó tarde no se les permitió inscribirse para hablar sobre el tema lista de aprobación EIR modernización Chevron. Sin embargo, el problema no es tanto que no me permitieron hablar, sino que tema más amplio que las comisarias de Richmond a menudo hacen excepciones a la reglas y dejan  hablar a menudo los miembros de la organización RPA  se les da un tratamiento especial a ser oído, mientras que todos los demás están excluidos si cometen los mismos errores de procedimiento exactas.

Lo he visto una y otra vez en las reuniones de la Comisarías Ayuntamiento y Planificación. Una persona que habla a favor de un punto de vista que está desfavorecida por el RPA se demora corte o no le permitió hablar en absoluto. Mientras tanto, los miembros del RPA se administra la vía libre y más tiempo para intervenir en los debates. No hace más de dos semanas, un hombre descrito como el "científico señor" en Comunidades para un Mejor Medio Ambiente se le dio libertad de acción por parte del Ayuntamiento para presentar un presentación durante sus comentarios (que nadie más se le permitió hacerlo). Para hacer que el favoritismo aún más flagrante, cuando su tiempo se acabó, el alcalde Gayle McLaughlin le dio un minuto adicional para completar su presentación porque ella " Quería ver que era lo ultimo y lo que decía "

El tipo de favoritismo y amiguismo político que suceden dentro de las filas del EPR y sus funcionarios electivos es una burla de un sistema justo y democrático. Todos tenemos que seguir las reglas. Por desgracia, la organización RPA se siente que sólo algunas personas tienen que seguir las reglas. Es decir, sólo alguien que esté en desacuerdo con ellos.
