The position, which was made vacant by former councilmember Tom Butt’s ascent to Mayor, has been widely regarded as pivotal for the city’s future. Richmond City Council praise of African Americans falls short for many

The Richmond City Council last night presented Black History Month proclamations honoring prominent local African Americans. The event drew criticism from audience members, however, as the politicized lack of a proclamation for former San Francisco mayor and longtime State Assembly Speaker Willie L.
